Why does this West End sidewalk randomly end in the middle of a block in a residential neighborhood? Does it mark an old city/county line where urban development patterns ended and suburban patterns began? Did someone just get lazy?

Found this guy hiding under the train tracks near the Main Street Train Station. The bike and pedestrian cut through under the station is SO close to opening:
